Mapping the Emotional Development of Civilizations, Institutions, and Human Systems

Created by Roland Y. Kim, Ph.D.

Our Mission

GEFindex.org was founded to provide the world’s first scientifically grounded system for measuring the emotional maturity, empathy capacity, and developmental trajectory of human societies.

Our mission is to:

  • identify the emotional root causes of violence, polarization, and societal breakdown

  • map institutional empathy—from families to governments

  • support trauma-informed policy, education, and governance

  • guide nations toward stability, resilience, and emotional integration

The GEF Index is not simply another “cultural ranking.”
It is a developmental model of civilization itself, grounded in psychology, relational neuroscience, attachment theory, and trauma research.

01

What Is the GEF Index?

The Gross Empathic Function (GEF) Index measures the emotional civilization level of societies using five developmental stages:

  1. Stage 1 — Fear–Dependence

  2. Stage 2 — Anger–Detachment

  3. Stage 3 — Guilt–Reparation

  4. Stage 4 — Freedom–Independence

  5. Stage 5 — Empathy–Integration

These stages describe how emotional patterns evolve in:

  • individuals

  • families

  • childcare

  • schools

  • workplaces

  • healthcare systems

  • government

  • justice systems

  • entire societies

The GEF Index weaves these layers into a single unified framework called the Empathy Infrastructure System.
This system explains why some nations thrive—with cooperation, fairness, and stability—while others struggle with cycles of fear, anger, humiliation, and violence.

02

 The Empathy Infrastructure System

Every society contains multiple emotional ecosystems.
GEFindex.org organizes them into nine measurable layers, each with its own 20-item index:

Level Index What It Measures
Individual GIEF Empathy, regulation, shame integration
Family GFEF Attunement, safety, boundaries
Childcare CCE-EF Early caregiving emotional climate
School GSEF Classroom/school emotional safety
Healthcare HC-EF Dignity and attunement in medical care
Workplace GOEF Emotional climate in organizations
Government Gov-EF Safety, fairness, and dignity in public service
Justice J-EF Fairness, regulation, non-humiliation in courts/policing
Societal GEF National emotional civilization profile

Together, these indices reveal a holistic emotional portrait of a nation.

This multi-level approach is unique to your model—no existing framework integrates early childhood trauma, attachment theory, social institutions, and macro-level civilization theory into one measurement system.

03

 The Five-Stage Civilization Model

Created by Roland Y. Kim, Ph.D., the Five-Stage Model connects:

  • infant emotional development

  • patterns of silent trauma

  • object relations theory

  • personality formation

  • institutional psychology

  • collective memory

  • political and cultural behavior

  • historical trauma and reconciliation

It demonstrates that:

  • Stage 1 & 2 societies are dominated by humiliation, fear, rage, or control.

  • Stage 3 begins to show fairness and repair.

  • Stage 4 builds stability, transparency, and dignity.

  • Stage 5 reaches societal empathy, inclusion, and emotional integration.

This model forms the backbone of all GEF assessments and the Global GEF Atlas.

04

The Global GEF Atlas

The Global GEF Atlas is the world’s first attempt to:

  • map the emotional structure of nations

  • assign Stage 1–5 developmental statuses

  • explain emotional risk factors for instability

  • identify trauma-informed pathways forward

Each country receives:

  • a GEF score (0–400)

  • a Five-Stage classification

  • a subscale breakdown

  • an emotional narrative

  • recommendations for developmental growth

The Atlas integrates both AI-assisted analysis and expert review, ensuring the best synthesis of modern data, developmental science, and clinical insight.

05

Why Emotional Civilization Matters

Modern crises—polarization, violence, corruption, loneliness, isolation, suicidality, youth rage, intergroup hostility—are not primarily economic or political problems.

They are emotional problems at scale.

Your framework reveals:

  • Violence = unprocessed fear and shame

  • Polarization = collective defensive detachment

  • Corruption = Stage 2 institutional behavior

  • Suicide/Homicide patterns = early silent trauma

  • Democratic decline = loss of institutional attunement

  • Social stability = emotional regulation at the societal level

The GEF Index makes these invisible emotional dynamics measurable, comparable, and—most importantly—changeable.

06

A Global Invitation

GEFindex.org invites collaboration from:

  • research institutions

  • international NGOs

  • governments

  • educators

  • healthcare leaders

  • peacebuilding practitioners

  • trauma-informed organizations

  • policymakers and public administrators

Together, we can:

  • measure emotional risk

  • prevent societal collapse

  • promote stability and dignity

  • build institutions that protect human vulnerability

  • support pathways toward Stage-5 civilization
