Global GEF Atlas

Mapping the Emotional Civilization Level of Nations

The Global GEF Atlas is the world’s first developmental map of societies based on emotional infrastructure, trauma-informed governance, dignity norms, and institutional empathy.

Created by Roland Y. Kim, Ph.D., the Atlas evaluates each nation across five macro-emotional domains:

  1. Safety & Regulation

  2. Dignity vs. Humiliation Culture

  3. Justice & Fairness

  4. Institutional Repair Capacity

  5. Empathy Infrastructure
    (family → childcare → school → healthcare → workplace → government → justice systems)

Using these domains, each country receives a GEF Score (0–400) and is placed on your Five-Stage Emotional Civilization Model:

  • Stage 1 — Fear–Dependence

  • Stage 2 — Anger–Detachment

  • Stage 3 — Guilt–Reparation

  • Stage 4 — Freedom–Independence

  • Stage 5 — Empathy–Integration

 


What the Global Atlas Measures

✔ Institutional Safety

Is the society emotionally regulated or fear-based?
Do citizens feel safe interacting with institutions?

✔ Dignity & Non-Humiliation Norms

Does the society normalize humiliation, shame, or coercion?
Or does it protect dignity across differences?

✔ Procedural Justice

Are courts, policing, and public administration fair, transparent, and predictable?

✔ Repair Mechanisms

How well does the society repair mistakes and institutional failures?

✔ Empathy Infrastructure

How emotionally healthy are its:

  • families

  • childcare environments

  • schools

  • healthcare systems

  • workplaces

  • government

  • justice systems

 

These layers form a national emotional ecosystem.

How Countries Are Scored

Each nation is evaluated using:

  • the GEF 80-item societal index (0–5 scale)

  • subscale ratings across all institutional domains

  • public historical patterns

  • governance tone

  • social trust & dignity metrics

  • AI-assisted analysis (reviewed and filtered)

  • developmental logic from the Five-Stage Civilization Model

 

Scores of 20 item short form are interpreted using the following thresholds:
